RicePigeon's second version (2016)
Utsuho Reiuji (also known by her nickname of Okuu) is a hell raven from Touhou Project, first appearing as the final boss in Subterranian Animism and later as a playable character in Hisoutensoku.
Utsuho is one of Satori Komeiji's pets, along with Rin Kaenbyou. She was persuaded by Kanako Yasaka to devour the corpse of a Yatagarasu, which gave Utsuho the ability to manipulate nuclear fusion. Kanako had originally intended to use Utsuho as a nuclear power source for Gensokyo, but Utsuho was too simple-minded to fully understand Kanako's orders. As a result, Utsuho ended up using her newfound power to try to take over Gensokyo instead. Hoping to attract the attention of a surface youkai powerful enough to stop Utsuho, Rin allowed the vengeful spirits of former hell to travel to the surface, but only ended up attracting the attention of a human shrine maiden instead.
In M.U.G.E.N, Utsuho has been created by various authors, including Kohaku, Biyo and Cabbage.
It may use sprites from Hisoutensoku, but it plays nothing like said game. In fact, all of its moves and gameplay are custom, and spellcards are nowhere to be found. Having Rin and Cirno at Utsuho's side, however, more than compensates for this.
RicePigeon's first version
Having been exposed to nuclear radiation for prolonged amounts of time seems to have finally taken its toll on Utsuho; coupled with her own stupidity, she now believes herself to be Dan Hibiki, but seemingly fails to get that right; nevertheless, whether it be due to the original author's faulty coding, this character's satirical nature, or RicePigeon's sick twisted sense of humor, this Utsuho renders herself almost completely nonfunctional.
RicePigeon's Utsuho returns after finally coming to her senses, and this time she's packing some real nuclear heat. Utsuho may still be slow and stupid, but her gameplan now revolves around blasting the enemy away at both close and long ranges, with the damage output akin to devastating nuclear explosions; what's more, she can charge attacks to deal even more damage, or even blow through the opponent's attacks without flinching.
