Ever wondered what Xatu would look like if it took too many Proteins? To-to- gives a pretty accurate representation of this scenario, complete with overpowered attacks and eye-nipple lasers. It can't combo to save its life, but perhaps its purpose is to save yours. Praise Xatu!

To-to- is a five-button character with a distinct lack of comboability due to the short duration of its attacks' hitstun, despite the quickness of the attacks themselves; to make up for its lack of comboing prowess, to-to- is very powerful, capable of taking down opponents with ease. Although the character gives off the appearance of an Urien sprite edit, to-to- plays nothing like him, having a presumably custom play style where (A)Button-a is a punch, (B)Button-b is a kick, (X)Button-x is a teleport and (Y)Button-y is a grab; the fifth button is (S)Button-s, which is used to activate one of its Hypers.

To-to- is a very strange character to play as, catering more to button-mashing styles of play due to its aforementioned lack of comboability but quick and powerful attacks. Pressing Button-F or Button-B causes the character to slide a set distance in that direction and pass through the opponent, though the momentum can be negated if an attack is used; if either button is held down, to-to and its opponent glitch up if the two occupy the same position, causing both characters to keep turning around on the spot until the button is released. Jumping forward or backwards is difficult due to how to-to- moves along the ground, so in order to jump in a certain direction, the directional button has to be pressed after Button-U has been pressed; like its ground movement, to-to-'s jump momentum can be cancelled by attacking, allowing it to use aerials effectively against grounded opponents.

Although to-to- doesn't have A.I. programming and thus uses the M.U.G.E.N default, there exists humanly-impossible commands within the character—code associated with certain types of A.I. programming—implying a custom A.I. is/was intended to be added at some point. Because of its overpowered attacks, it may prove to be a difficult challenge to some, though its inability to block makes it a prime target for combo-heavy characters.
