Rotom has IP hitboxes on most of his melee attacks, but not deliberately for cheapness, but because Rotom is hitting you with his plasma - his plasma is thin, so if attacked, it wouldn't actually hurt Rotom because it has no nerves in it.

Got that, I did mention that it is OK if the animation shows that hitting the attack hitbox wouldn't be expected to interrupt the attack. If you hit Rotom's plasma, that wouldn't stop Rotom.
