Sometimes, combining versions of characters to make another do not work out very well. This is a good example of said statement, since more bugs were discovered and it was made unbalanced to the point of being slightly cheap. However, it sports some bug fixes from the previous version and many gameplay-unrelated improvements, so it isn't all that bad.
While variety in the character has vastly improved and she can sport off decent combos, most of her commands make no sense and her coding is extremely buggy, including invalid commands and frozen animations and states. The Power charge does not work as it is, some Hypers can be used with no power required and there is a general lack of balance. Cosmo's Hypers are generally very overpowered, easily taking away half or more of a normal character's Life with one Power bar.
