The mark of its dignity will indeed scar the DNA of those who go against it, as this version of Gill is source accurate to Street Fighter 3. That being said, Gill is an easy candidate for a boss-tier character.
This version of Gill uses six buttons and plays closely to its Street Fighter III 3rd Strike incarnation. Befitting its role in this game, it is a boss type character, with fast reflexes and attacks.
Its most notable and notorious move is Resurrection; upon defeat with its Power bar full, it rapidly revives to full Life unless hit. Fortunately, its use will prevent Power gain for the rest of the round. Its other Hypers are also rather powerful, but their startup is on the long side for a boss character.
Do note that its A.I. is as powerful as the original game's, perhaps even more powerful (it knows a staple combo).
