Chill Penguin is a boss from the Mega Man X series. He's the Maverick penguin with a rocket jetpack and has a rivalry with Flame Mammoth.

In M.U.G.E.N, Chill Penguin has been made by MugenPlayer21 and Cyberspider.

MugenPlayer21's version

MugenPlayer21's version was made using IMT's EOH template. The hitboxes are somewhat inconsistent, having the lower hitboxes be different in it's walking animation. Its midair shotgun ice Hyper does no damage at all.
