Charles Crandall "Chuckie" Finster, Jr. is the best friend of Tommy Pickles and acts as the series' deuteragonist. In "Rugrats in Paris: The Movie", however, he serves as the protagonist. Chuckie's mother died from an illness when Chuckie was a baby. In "Rugrats in Paris", his father Chaz was going to marry Coco LaBouche, a evil woman who hates children, and tries to get Chas to fall in love with her. But in the end he married Kira, Kimi's mother. His stepmother is loving and caring as is his father. Chuckie also has a puppy named Sparky, although it is never seen.

In M.U.G.E.N, he is one of the characters present in Bane84's Nicktoons team.
