This character's internal name reels the player into thinking that it is based off Dragon Ball Z: Ultimate Battle 22. Aside from the sprites, this couldn't be further from the truth. Its Moves are all generic Dragon Ball Z fare, but that's only if the user gets the character to work; the original release has an error in its .air file that made it unplayable.
Cell seems to be a rather standard and straightforward character. It uses six buttons (seven if (S) is counted). However, unlike most characters, Cell's Basics are flipped around, with (X), (Y), and (Z) activating Kicks, and vice versa.
Cell's moves at its disposal are rather unremarkable. It has only one Special and two Hypers. The Special is a projectile. One Hyper, kamehameha, has a simple command, and possibly due to Cell's buffed Attack stat, is quite overpowered. The other has a more complex command and deals more balanced damage. Cell isn't too useful in terms of comboing, as it can only chain together its Punches. If too close to the opponent, these Attacks can miss, due to questionable hitboxes.
Cell seems to have no A.I. Despite having above average stats in almost all areas, this makes Cell an easy opponent, if not, slightly more tedious than Kung Fu Man due to this.
